If there's a chance of looking down or up a woman's blouse/t-shirt/chemise/tank top/whatever, most likely someone WILL look. Men and women both will at least glance at a woman's cleavage to see how much of her breasts are showing. And cleavage isn't a bad thing, but being able to see down her shirt and see her nipples? THAT'S a DOWNBLOUSE! Knowing you or someone else can see down your wife or girlfriends top can be a MAJOR dick stiffener and getting the opportunity to see down a random stranger's shirt and seeing all the way to the Promised Land? Priceless! Especially if she's someone you know like wives of friends, daughter's or even mothers and sisters!
